Recently, the National Development and Reform Commission (NDRC), the Ministry of Industry and Information Technology (MIIT), and the National Energy Administration (NEA) jointly issued the Notice on Promoting the Development of Zero-Carbon Parks (hereinafter referred to as the "Notice"). The Notice supports eligible regions in taking the lead to build a group of zero-carbon parks. It aims to gradually refine relevant planning and design, technological equipment, business models, and management standards, and to advance the low-carbon and zero-carbon transformation of various types of parks in a planned and step-by-step manner.
China has now entered a critical period for achieving its carbon peaking goals and accelerating the comprehensive green transformation of its economic and social development. While significant progress and notable achievements have been made in the "dual carbon" (carbon peaking and carbon neutrality) work over the past five years, challenges persist. These include increasing pressure on the integration of new energy sources, difficulties in achieving deep decarbonization within energy-intensive industries, and limitations in the promotion and application of low-carbon, zero-carbon, and negative-carbon technologies. Therefore, breakthroughs through policy innovation, technological innovation, and model innovation are urgently needed.
A zero-carbon park refers to a park that, through planning, design, technology, and management, reduces the carbon dioxide emissions generated by production and living activities within its boundaries to a "near-zero" level and possesses the conditions to further achieve "net-zero" emissions. Developing zero-carbon parks is highly innovative work, requiring systematic planning and coordinated implementation.
