Article 24 of the Regulations on the Administration of Pollutant Discharge Permits stipulates: Enterprises, public institutions, and other producers and operators that generate and discharge a very small amount of pollutants and have a very small impact on the environment shall fill in pollutant discharge registration forms and do not need to apply for and obtain pollutant discharge permits. The catalog of the scope of enterprises, public institutions, and other producers and operators that need to fill in pollutant discharge registration forms shall be formulated and announced by the competent ecological and environmental department of the State Council.
