The Ministry of Ecology and Environment has issued the classified management list of emission permits of fixed pollution sources (2019 edition)(hereinafter referred to as the 2019 edition list) , which sets out the scope of industries and management categories of fixed pollution sources to be included in the management of emission permits. Discharge permit management is divided into three categories: discharge permit focus, management, simplified management and registration management. Among them, the key management and simplified management, the management of the discharge units should be in accordance with the law on time to apply for discharge permits;.
The classification of management categories in the 2019 edition of the directory is mainly based on the amount of pollutants produced, the amount of emissions, the degree of impact on the environment and other factors. (1) key management of pollutant discharge permits shall be implemented for pollutant discharge units that produce or discharge pollutants or that have a greater impact on the environment; (2) pollutant discharge units that produce or discharge pollutants or that have a lesser impact on the environment shall be implemented, (3) pollutant discharge registration shall be carried out by pollutant discharge units that have a small degree of pollutant generation, discharge and impact on the environment.
